In Nhl Hockey, the goalkeeper is the only player on the ice allowed to use the leggings?

I know the team is the goalie goalkeeper, is as practical and necessary, but is there a written rule which is the only player on the ice helped to bring to Your Team? Other Players may wear Leg Pads and glove of goalie if they wanted? It may not make sense, but do not have this option?
